The standard desktop cd/dvd drive has a small hole on the face and poking a piece of wire through and pressing will open the drive.
The hole is also present on my laptop.

the tray button dead (physical button)????
NO PC stated, some have no tiny hole
and some dells fore example the drive sits vertically
and love to jam, so in that case lay PC flat so CD tray is in the normal state (flat and up)
then push the tray button. if dead still I remove the drive.
and shack it so the CD inside will land right,
the put power back drive (cable) and push eject,
if fails the cover of the drive must be remove,(can be tricky ask)
the 3inch is MINI CD, (have many here) and are not allowed inside many a PC, but NO PC told by you and I can not read YOUR manual to you, lacking that.
the 3" do work on normal std desktops with normal
horizontal CD/DVD drives.

there are a few PC's with slimline DVD
that have no tiny hole there. and need
more complex dismantlement to get this done.
NO PC told at all so , there is no EXACT answer. sorry, PCs have makers name, model numbers.
Some lame Dell PCs have that, those mini disketop's shrunk so small the drive is mounted
in the wrong direction (vertically)
if is DELL, go to Dell.com click. Community
ask. THERE. A WIN for you and I dont have to beg for PC maker and model.
next time buy a DELL XPS8900 , tower.
