LS4000i does not work with USB or RS232. It is an undecoded (dumb) scanner you need a LS4004 to work with RS232 and special STI adaptor for anything other then 4006, 4007 and 4008. Does anyone know where i can find a DB15 to USB 3.0 adapter for the V3 InterACT steering wheel?

There are Joystick/Gameport (DB15/RS232) to USB converters. However, all of the ones that I know are DB15 F to USB 2.0 Type A M. Three different converters are https://www.amazon.com/USB-Joystick-Gameport-Converter-Adapter/dp/B078W1VT1R , https://www.amazon.com/Manhattan-Usb-Game-Port-Adapter/dp/B0009PXKZ8 , and https://www.amazon.com/Belkin-Joystick-Adapter-SideWinder-F3U200-08/dp/B000067RIV . Since USB 3.0 type A ports are backwards compatible with USB 2.0 type A, one of these might work with the wheel. If your system only has USB type C ports, you may need an extra adapter (USB A (F) to C (M) ).

(I've used USB converters for serial port (RS232) before. However, some hardware uses non-standard pin assignments so they don't always work. Generic OS drivers may also be an issue with the converter and your steering wheel.)

How I can transfer my files from a Acterna 5100E OTDR to my laptop? It only has a standard internal flash drive and 9 pin output. I have the original software.

This devices interface is extremely old technology the 9 pin connector is most likely a rs232 serial interface . If your laptop has a 9 pin rs232 interface you may need a DTE to DCE adapter .
if you do not have this old rs232 port on your laptop I think this device a usb to null modem rs232 DB9 Serial DCS Adapter Cable with FTDI.

Why cant I get my computer to accept it

you might have to set up the serial port settings with speed (baud rate) number of stop bits, even or odd parity. suggest google how to set up serial port on whatever operating system you have. does the p.c even have an rs232 port may need a usb to rs232 adapter device.

Usb to rs232 series cable drivers

might need some more details about the actual adapter that you are using.
The driver will depend on the make and model of the usb to rs232 adapter.
Also need to know which version of windows you are using.

I replaced my USB/Serial RS232 port adapter with a genuine RS232 serial port on the PC. THis solved the problem. Further reasearch on the net indicated that USB to RS232 - serial port converters do often have problems. I previously had not had a problem running on Windows XP and this is what alerted me to the possibility of the USB/RS232 port adapter as a possible reason for the "new" problem.

I have a Symbol LS2208 barcode scanner with an RS232 connection. My new computer only has USB. Can I simply buy a new cable for the scanner, or do I have to get a serial-usb adapter to make it work?

You can purchase a USB cable for the scanner. The cable comes out of the handle of the scanner. The part number of the USB cable is CBA-U01-S07ZAR.
