Try to use the dell system utilities(set bios to boot from CDROM,inset the disc) and this include system utilities that restores the system volume information of your hard drive.If the the drive will not work you can say bye bye to your beloved hard drive.

My computer did boot up to the desktop, but was completely unresponsive from there when trying to open anything. I ran a system diagnostics and got this error with the status byte of 70. I rebooted into Safe Mode and was then able to open files. I backed up my stuff to a flash drive and then ran Error-Checking in the HD Properties which runs the CHKDSK function the next time the computer is rebooted. That found 2 bad file clusters and repaired them. One was a file called Windows.edb, which does the hard drive search indexing for Windows and was most likely my problem with the lockups. The other was a Napinsp.dll file. After these were fixed and the computer was rebooted, everything worked normally. This HD is only 9 months old, but if this happens again, I'll replace it again.
Hard drive has bad sectors. Before your replace your hard drive when getting this error, try this-
Boot from a Windows XP CD and choose Repair at the first prompt to get
the recovery console. Type "chkdsk c: /p/r" at the prompt. Repeat until
there are no errors found. Exit and reboot. It worked for me.
It appears that your laptop's system board cannot not communicate with your hard disk drive. Either your hard drive is defective or the system board. Usually it's the hard drive.

your hard drive has failed, on boot (dell splash screen) press f12 to bring up boot menu, choose diagnostics option, run this and it should confirm hard drive failure on dst short test (drive self test) and give an error code (e.g 2000 - 0142), trust me on this i am a dell field service engineer
It appears your hard disk has died and it may not be possible for you to retrieve your data.
Remove your hard drive from the laptop and insert it into an USB harddrive adapter, (they are not expensive and you can use it later as a external hard drive). Then plug it into the USB port of a working computer. The computer should/may see it as an external drive, if you are lucky you will be able to copy your data, if not, you are out of luck.
There are companies that can recover data from faulty hard drives, but it will cost you an arm and a leg for their service.
DST stands for Drive Self Test, it means your drive is failing.
I would get a new hard drive and USB enclosure, install new drive in laptop and install windows, then take the old drive and install it in the USB enclosure so you can connect to your laptop when windows is running and restore your files, assuming the drive is not completely dead.
