it sounds like your drain hose is to low it needs to be 3 feet high if its to low this will cause the water to syphon out and keep refilling

Google this Neptune TL Washer FAV6800AWW

You will find FAV6800A or FAV8800A help. I would not by a Control Board or any part until more trouble shooting is completed. We need to make sure you can get into Service Mode nd do some basic checks.

You can get the Service Manual from that site 5 post down. At that post I discuss how to DIY the fix.

So I understand the issue. Does the wash cycle start up? By that I mean if you release the washer top from the base do the tumblers turn once the water fill cycle is complete?

If you don't have the FAV6800A/FAV9800A Service Manual (you can't get it on line anymore) see this post Clutch Fix I describe how to release the washer top from the base to observe the wash basket. Don't raise during the water fill cycle wait till that completes.

Does the key pad beep as you press the other cycle select key pads?

This could be a Control Board issue...........Rich

if water remains in the tub it will not go into the spin cyc something in the pump clear it and try again

The washer lid is open. The lid must be closed to start cycle. Close the lid and press Start/Pause.

if this worked fine before, then I am only guessing that the water inlet valve has malfunctioned. try filling the machine with a garden hose...any change? if still no go, then be sure to have a shop-vac handy to remove the water you just added.
