Over filling may be the cause of the problem, water solenoid valve not working, bad float switch, bad timer. If all other sequence check out ok, then I would be looking at the water valve power and capability to shut water off.
First it has to go through freeze cycle then harvest cycle to drop ice then back to freeze cycle. If you have never worked on ice machines before you should call a service company.
This light is a harvest limit light. This light's primary function is to be on as water contacts the ice thickness probe during the freeze cycle, and remain on throughout the entire harvest cycle. The light will flicker as water splashes on the probe. The lights secondary function is to continuously flash when the ice machine is shut off on a safety limit, and to indicate which safety limit shut off the ice machine. Start up of machine after turned off. !. Before the ice machine starts, The water pump and water dump solenoid are energized for 45 seconds to purge old water from the water trough. This ensures that the ice making cycle starts with fresh water. The water fill valve energizes after 45 second water purge, and remains on until the water level probe is satisfied. 2. to pre-chill the evaporator, there is no water for the first 30 seconds of the freeze cycle. 3. The water pump starts after 30 seconds pre-chill. An even flow of water is directed across the evaporator and into each cube cell.
Which code is that? I don't see that in the service manual. There is an E09 that indicates that during the first six minutes of freeze the discharge temperature was below the average of the last 6 cycles. I have searched from E01 to E31 and don't see the code you indicate but I would say you either have a low refrigerant charge, a flooding TXV that is allowing too much refrigerant flow into the evaporator and not allowing enough flow to be diverted into harvest, or a weak compressor. Reset the unit and check the temperatures on the display while its running and time a freeze cycle. Should take about 15 minutes to make ice.
Very unusual for one of these to not stop. There is a magnetic proximity switch located on the bottom right side of the water curtain that serves to both cancel a harvest/drop and to shut the unit down on a full bin. When a drop occurs the control board sees a open and then close of the switch and restarts a freeze mode. If the ice drops and the bin is full the curtain is blocked by the ice behind it from closing again and the unit shuts down on a full bin indication. If the curtain does not open and close after 3 hours it would lock the unit out. Therefore I assume that the switch and the board are working. Most likely you either have the unit on a non-Manitowoc bin or are missing a deflector plate in the Manitowoc bin and the ice is falling out of a service door.
