The filter could be stuffed with sawdust, but depending on the model of saw, the problem could also be the oil pump drive system.
First of all though, empty out the chain oil and then part fill the chain oil tank with petrol, replace the cap and with the saw switched off, shake the saw violently for 10 secs. Remove the cap and empty out the tank and then refill with chain oil and try out the saw, revving it and check if any oil is flowing onto the chain.
If that has not solved the problem, let me know what the model of the saw is, Farm Boss is not enough, it could be an 038 an 041 and a few more as the farm boss name is used as well as the number.
We can then check a few other points which could be causing the problem.
Does the saw run freely when not cutting?
Dont press too hard, let the saw do the work.
Is the cut compressing?
Pull the saw out and under cut.

Take the saw and open the gas tank. There should be two lines going into the tank, one for the primer bulb and the other (with a line-end filter) feeds the engine while running. Make sure that the line-end filter is submerged in the gas in the tank. If the saw still won't start or run, you probably have a diaphragm in the carburetor that is torn (from letting the saw sit for a long period of time). You may need to rebuild the carburetor. A carburetor rebuild kit can be bought for very little $$ at a lawnmower repair shop.
Answer to 2 year old question about hard starting saw.There is a seal that goes bad and leaks chain oil into the crankcase.This will make it very hard or impossible to pull the starter rope. To start the saw,pull the spark plug, stand the saw on it's end so the bar is pointed up and pull the rope 10-15 times. Replace the spark plug and start.It will smoke for a while.To stop this from happening, always store the saw with the bar pointed straight down.
