I cannot find your mothers IWL16 model, but I have found various similar machines that are the same phase as your GWL11 machine, the electronics in there although different are compatible, you can swap the drain pumps, there almost universal, avoid the drive shaft machine, fix the other one
If you want further help, post a photo of both pcb's (the electronics)
After swapping your machine will stil require programming which is simple enough
Could be something in the pump. The pump is on the bottom of the tub. It has a locking tab which you release and then twist the pump a hair and it will fall out. Warning: Have rags ready! I have the original GWL service manual and the GWL 11 supplimental manual. Let me know if you want them.
The problem is in the pump, so it will not pump out, you will need to find another way to empty it, removing the agitator will make the job easier.
When you get the water out the pump can be accessed from underneath, it turns anticlockwise to remove it,.
I would buy a new pump as it is most likely that is all that is wrong with it.
Depending on the model you have the gwl 10 and 11 have a bal sw located under the console the sw may be engaging causing your problem. ( maybe corroded or shorted ) Or in later and current models they also have bal/shock struts on each side, one of the four maybe worn causing your unit to go out of bal.

...most likely the balance sensor, a small contact switch behind the main control panel that is telling the machine it is out of balance, more likely the switch and/or contacts have corroded...
