Hi HG not sure which personal settings you are referring to but there seems to be a similar posting on Microsoft's site.

Original Title - Personal Settings
Computer booted. Error message stating it failed to load "Personal Settings". Cannot access personal files/photos/favorites. How do I recover?

Hi,
· Was there any change prior to this issue?
Personal files are located under c:\users\<username>\. You may try to access from that location and check.
Step 1: As a work around, perform system restore.

Step 2: If that does not resolve, then check in new user account.
Check the link "Create a user account"

If the issue does not persist in new user account do the steps in the following link "Fix a corrupted user profile"
