It is due to the power regulator section of your TV. If DC voltage come to T'con board and other circuit board won't have enogh regulated and smoothed current this type of fault will occur. Open your Tv and check for any bulged capacitors on the mains power regulator board. If there, repalce it with same type and capacity. I hereby attaches a picture, of an other set's power supply board with bulged capacitors to give you an idea about how a damaged and bulged capacitor will look like. Note the top of the red arrow marked capacitors. They are damaged. A ggod one will look like one you can see on the top right with flat top surface.
