Assuming you can rule out the PC and the cable (are the pins ok?) then it sounds like it needs component-level electrical troubleshooting.

Your problem is not the drivers or hardware it is in your settings. Goto windows hardware settings for your monitor. Look down where it says refresh rate. Write that number down then go to the manufactures web site. Enter in your favorite search engine your monitor model and to to the manufactures site. Check to see what they recomend as your optimum and maximum refresh rates. Pay attention to the screen size also this plays a huge role in performance and out of sink refresh rates. Just out of coureosity are you overclocking your cpu or ram?

This sounds like a video problem with the COMPUTER.....try the monitor on another computer. Usually, if you can see the monitor test pattern the monitor is ok.
