After replacing the belt, new pulleys, and bolts, my mower wont disengage the blades when i disengage the lever. when i start the mower, the blades are off, but once i engage the lever, they start, but wont stop even tho i disengage the lever.

Sounds like the linkage to your blades, check your lever, to make sure its working right may need some grease, it may be sticking and not fully engaging, or doing its job when its supposed to

Fusible link in starting circuit

There are several safety interlock switches, all of which must "make" before the starter will engage. These include parking brake (on), clutch (disengage), blades (raised and disengaged). You might have to check each with a meter.

Do Ray:
If the blade engagement lever is in the disengaged position, the belt will be loose, allowing you to turn the blades by hand. If you place the blade engagement lever in the engaged position (with the motor off) it will be hard to turn the blades because of the tension on the belt. If the blades are still easy to turn with the blade engagement lever in the engaged position, you need to replace the blade drive belt!

Mower blades won't engage

Did the smoking stop when you disengaged the blades? If so it is most likely your belt that is smoking. Make sure all the blades turn freely by hand to ensure you have not hit anything that may have bent a shaft on one of the blades. If one of the shafts is bent and wont turn FREELY, the belt driving the blades would slip and start smoking as it tried to turn them.

Sounds like the idler isn't releasing for some reason. Check that idler spring is in place and check that clutch cable as they tend to bind up as they get well used. Also the idler arm itself for binding.

I have a mountfield 1538h-sd blades disengaged while mowing belts seem very slack ,but the belts are all on the pulleys.

The belts may be loose.With the mower off,engage the blades and check the tension.Next would be to get under the mower and check for debris in and around the lever that engages the blades.Sometimes trash will get hung up in there and the blades will disengage.The next step would be to inspect the pulleys for debris and to make sure the spindles are not bent.While at the pulleys make sure there are no burrs or cacks in the pulleys,as that will cause the blades to disengage.

There are blade brakes, one on each blade pulley. You will need to check that the brakes are in good working order and that the springs holding them against the pulleys are in place. Also there is a spring to return the idler pulley to the neutral position. The spring could be broken or the idler pivot rusted not allowing it to return to fully neutral position. Craftsman riding mower blades won't disengage

This is too late, but for the next person: There is an extension spring around the cable attached to the blade engage/disengage lever.

On my tractor one end of the spring had the hook broken off or it. Because it is around the cable it is still in place but doesn't stretch when you engage the blade (so can't pull the pulley out and slacken the belt when you disengage).

The replacement is a few dollars and can be bought on ebay or Amazon.

Broken belt

This is actually pretty simple:

Remove Pto guard on mower deck

Stand mower up on back stands

Pull the friction disc away from the drive disc

slip new belt in between the friction disc and drive disc pushing all the way through

release friction disc allowing to come back in contact with drive disc

loop belt around engine pulley

let mower back down

route belt around mower pulley

loosen guides on idler pulley

route belt through idler pulley

with engine off move pto lever to tighten mower belt

adjust guides on idler pulley allowing 1/8" from belt

tighten bolt on idler pulley

release pto tension

install mower pto guard

and you should be ready to mow

Blades became disengaged -- won't engage

Sometimes the belt can jump off one pulley and cause the problem,follow the belt around all the pulleys and see if it came off one.there may be a belt loosening lever on the lh side of the mower deck, if so unlock it and reroute the belt around the pulley. If you need to replace the belt the manual has a good description on how to do it and should take 30 min with only a couple of tools.
