Try replacing the compressor relay , if this doesn't solve the problem ,probably the compressor is jamed or burnt and has to be replaced.

I have Haier 5 cubic foot chest freezer, model # HCM050LA, that cools well with the green light on. When it is running it makes a very faint high pitched sound that seems to be coming from the top right...

Yes it does. It will have to be blowing inside so look in there. You will have to take the cover off.
Sometimes they stick and need a shot of WD 40 and then work
it back and forth a little until it wants to take off again. Keep me informed

My freezer is about 2 years old, but has been in storage for about a year and a half. The green light comes on, and the motor is running, but it will not get cold or even cool.

And the green light comes on, and the motor is running, but it will not get cold or even cool.

When a compressor is not run for more than a year, or 2 years there is a possibility that the seals dried out from non use and the freon leaked out.
Compressors have oil in them that when run even once a month will lubricate the seals and keep them soft and moist! .
Just like in the older cars from the 1960's or 70's the air conditioners had to be run once a month even in the winter to keep the seals lubricated or they lost the freon!
Then they started to make the defroster turn the compressor on as to lubricate the seals every time it rained or snowed and you needed the defrosters and this serviced the compressor as in todays cars.!
So you need service to fix it and more than likely it's out of freon refrigerant .

Quit working -Haier Freezer

You have one of three issues here.
Either the thermostat has gone bad,
The thermal cutout has gone bad ontop of the compressor,
or the capacitor is out for the compressor.

Take an hom meter and check the thermal cutout, it should read 0 ohms or "continuity" if it doesnt the cutout is bad.

The only real way to check the cap is with a cap meter.

as for the thermostat check it with a n hom meter to make sure you have good connections internal the thermostat.

Compressor problem

The click your hearing is a thermal cutout that is kinda like a little breaker, it gets to the temp that it is designed for and trips. If its making a high pitch noise, more than likely the compressor itself has gone out and needs to be replaced, its getting a high load and triping the thermal cutout.

Haier 5.0 cu. ft. HCM-050 not freezing

Unfortunately this sounds pretty surely like you need to get your freezer checked for leaks and re-gassed; control on refrigerants these days makes it very difficult and probably illegal to try and do this yourself, but any refrigeration repair guy should be able to do the job. slight worry is that the compressor could have seized, but this is not so often the case, sometimes a sharp whack can unjam a compressor, but get the fridge guy to look at it if he does the gas. Hope this helps :)
