I'm thinking you might be having a hard drive problem or the file structure is really messed up.
You had Win 7 and tried to install Win XP. Now it is confused, no doubt.
Here's the first thing I would do:
Put in your Win XP disk and boot from it.
At the first question it asks (about repair or install) choose repair.
It will then ask you which Windows Installation--choose #1 if it's there.
Hit enter if it asks for your password.
Now at the command prompt, type chkdsk /?
Depending on your version of XP, it will show you the switches you can use. Use the one that checks the entire drive. Might be chkdsk /P or maybe /F
Anyway, use the one that does the whole drive and let it run. Then try your reinstall unless you have file problems that aren't fixed.
BTW--your Dell should have a utilities option if you hit F12 at startup that will allow you to check your hard drive.

see im uasually pretty good with computers but when i for got to turn it off thats when it crashed
so what i did was i went to the auto repair feture in the boot screen on win 7
and i tryed to delete the entire OS by opening a file through cmd prompt.
i ended upo deleting it taking everything off the harddrive all the OS
then when i put in my i believe its 2003 xp it gave me a blue erro screen
it would start the setup by unpacking all the files but at soon as it said starting window setup at the bottom of the screen it went to the blue erro screen.
so i cant even get to the part where it askes questions
