Looking at the picture, it has a plastic housing. Without going into a long, drawn out discussion, as long as it is sold for non-commercial use, it is allowed to have a two-prong polarized plug. With the polarized plug, the neutral wire (assuming the house is properly wired) is at the same electrical potential as a ground wire would be, and thus, there is no need for a separate ground.
If you open up a breaker box (literally pull off the front cover), you would find the neutral wires and ground wires are terminated on the same copper bar. ( I don't advise you remove the cover to your breaker box, as this will expose you to voltages of 240 volts. This is something only professionals or fools should do. )
