It's not the Toner Cartridge. The Okidata C7350 has the same problems, replace the toner cartridge and it still says toner empty or sensor error.
In the hood inside the printer, each toner cartridge has a sensor arm. sensor arm has a magnetic pickup on it. That magnetic pickup causes the sensor arm to move up and down. It picks up on a beater bar in the toner cartridge. Lower the toner supply in the print cartridge faster the beater bar turns in the toner cartridge faster the magnetic sensor arm goes up and down. Detects when the toner is cartridge is low.

On the other end of those 4 sensor arms is a foam pad. The glue bleeds through the foam pad, causing the sensor arm sticks to the sensor, causing sensor problems.

You have to remove the top hood. open the top up, unscrew the top hood and pull the top hood cover off.

unplug the LED heads from under the hood, they plug into the sensor board. Remove the sensor board under the top hood to gain acess to the sensor arms. The sensor arms can be pryed out. The foam pads, clean them off, remove the foam pads and re-install the sensor arms. The sensor arms don't need the foam pads.

Little disassembly is required, make sure the printer is off before attempting.

Call for Service ...... C710

Hi there
I have found various documents which may help you with this problem and possible future problems. This page:
Error Codes Kyocera Mita KM1530 Code C710
can find any code connected with Kyocera mita machines by changing the machine and the error code in the appropriate drop down menus. C710 is identified as:
Description Toner sensor problem
• The sensor output voltage is outside the range of 0.5 to 4.5 V during toner control.
• The toner sensor control voltage cannot be set within the setting range when maintenance item U130 is run. Causes Defective toner sensor. Poor contact of the toner sensor connector terminals. Developer problem.
Another page showing error codes and their meanings is here;
Kyocera Mita Error Code Messages
and this confirms the above.
Also the link below takes you to a Kyocera web page where you can download various manuals for this machine (KM-1530). By changing the product in the drop down menu to KN-2030 you can get similar manuals for this machine.
Download Center
In your question you mention "Compatible KP23153 Black Toner Cartridge 106153" and that led me to wonder if the compatible cartridge is the cause of your C710 error since that is toner related.
Might be worth trying an original cartridge to see if the error goes away.
Hope this is helpful, if so would you please register that with Fixya
Cheers

My gestetner DSM735 keeps saying add toner. replaced toner and developer still saying add toner

The first thing i can tell you is that is weird!!!!
Because if you change the developer that error should disappear. It could appear later but not in the moment because the developer already have toner and the TD sensor will read it.
And that's the question: When you said "replace developer" you mean just the developer or the DEVELOPER UNIT??? Is your TD sensor working good????

Fatal error 983

This error is an "Incompatible toner" error for using non-original Oki toner. The problem is the chip sensor cannot read the chip on the toner. So either the sensor is not working or the toner is defective.

Keeps on coming up with install new toner

The toner detection sensor in the toner hopper is either fouled or defective. This is why that no matter what you've done thusfar, it's still saying it needs new toner. Not an easy repair. Recommend a certified Toshiba tech to do the work.

An error has been detected in your printer's Control Panel. You should restart the printer, and if the same problem reoccurs, you will need to have the printer serviced. Problem seems to be pointing to the cyan toner sensor

Fatal error 163

Fatal Error 161-Toner Sensor Error, Color:Magenta
When magenta toner sensor error has occurred

Fatal Error 163-Toner Sensor Error, Color:Black
When magenta toner sensor error has occurred

Both are Sensor errors....You would first check the lock levers that hold the toner cartridges in, if everything is fine with them then you could possible have toner dust on the sensors. First take out the cartridge that you are having problems with, then use a dust off can and carefully clean out any axcess toner that you can see where the toner sits. there is a sensor that looks like a clear plastic or glass eye that reads the cartridges and it sometimes gets dirty.
