Late reply. But I just had the same problem with a Dell GX270. After reading many forums about cleaning usbs , replacing cmos battery , unplugging IDEs and possibly power supply failure. I tried some fixes except power supply with no luck. The power supply seems to be good because the light is amber which indicates a problem on the MB. So I started looking at Capacitors. After replacing all caps that I could see 6.3V that looked defective the issue still persisted . Resolved issue when I found 3 blown up caps 16v under the CPU fan hidden by some sort of heat sink. Replaced the three caps with Radio Shack's 1000mF 35V caps and PC now works perfect.
Take everything out of tower plug in keyboard power and video see what happens
do not unplug power to mb two seperate plugs a 20 pin and a 4pin
This is usually caused by a failed component in the moisture detection circuitry within the camera and can usually be repaired fairly inexpensively. However, it's not a user serviceable problem and will need to be repaired qualified service technician.
