It sounds like there could be a problem with the hard drive. You will need to run Dell Diagnostic Utility to find out exactly what the problem is.
Turn on the computer. When the DELL™ logo appears, press <F12>
immediately. If you wait too long and the Microsoft® Windows® logo
appears, continue to wait until you see the Windows desktop. Then shut
down your computer and try again.
When the boot device list appears, highlight Diagnostics and press <Enter>.
The computer begins to run the Pre-boot System Assessment, a series of
embedded diagnostics that perform initial testing on your system board,
keyboard, hard drive, and display.
If the Pre-boot System Assessment completes successfully, you receive the message Booting Dell Diagnostic Utility Partition. Press any key to continue.
Press any key to start the Dell Diagnostics from the Diagnostics utility partition on your hard drive.
After the Dell Diagnostics loads and the Main Menu screen appears, click the button for the option you want.

Turn the computer off -- hold the "power" button "IN" for 5 seconds, to force it to shut-off.
Insert a diskette into the 3.5" drive, and a CD into the CD/DVD drive.
Turn the computer on -- after seeing the DELL log,
does the lamp on the 3.5" light-up,
and/or does the lamp on the CD/DVD drive light-up,
to indicate that the computer is trying to "boot" from the diskette/CD ?
If so, remove the diskette and the CD, and turn the computer off.
Then, turn the computer on, so that it will try to "boot" from your disk-drive.
If it fails to "boot", then it could be your disk-drive that either mechanically/electronically has failed, or the Windows software stored on the disk-drive is corrrupted, so that the "boot" process cannot proceed.
Take the computer to a qualified technician, for more trouble-shooting.
