That means that there is either a mechanical or electrical failure, and the camcorder is trying to protect the tape. It's time to seek Professional service. We can help: Contact Us at AVRepair com
"JVC notes that you are also given a malfunction code when the unit is placed into safeguard. If it displays code 01, 02, or 06 you should remove the battery and powersupply and wait for a while. Code 03 and 04 indicate that you should eject and reinsert the tape.
If neither of these solutions work, your only alternative is to bring it to a shop or send it to JVC for diagnosis or repair. Unfortunately, there is no other way to clear the condition."
According to this, E04 denotes a problem with the recording media or the mechanical bits that deal with the tape. Hopefully trying another tape helps.
"safeguard mode" indicates a hard failure, normally associated with the mechanism. Try ejecting the tape if one is in the unit. Do not force the mechanism open as it will cost more have the cam repaired. If tape is defective and can be removed, try using a cleaning tape first, then a known good tape.
Unfortunately this is a repair issue. There are several failures that can occur, none of which will be resolved without service, that create this safeguard situation. Often the fpc cable which carries sensor information to the micro has been injured and that requires repair.
Good luck,
