The LCD controller is bad, after about on for 30 minutes, see sample here: http://s807.photobucket.com/albums/yy352/budm/LTV-32W3HD/
Notee: my pix show the board with the cover removed. You can run the TV with the back open and have s small fan blowing in the back to keep it cool.
You need new LCD controller (there are more than one version, you need to match with the LCD panel): http://www.shopjimmy.com/catalogsearch/result/index/?q=ltv-32w3hd&stock=all
Is it the same problem as shown in the picture?

Updated on my repair.
Hey Budmrtn...having the same problem with my Westinghouse - can you repost your images so that I can see what the LCD controller looks like? the link to ShopJimmy you sent out has many options for Westinghouse and I want to do some research to find one. thanks.
There are more than one version of the T-CON board taht is why youhave to match the number as printed on the board itself, look at the number on the board carefully first.
Here is what they have at shojimmy.com http://www.shopjimmy.com/catalogsearch/r...
It shows three versions of the T-CON board.
My pictures at photobucket: http://s807.photobucket.com/albums/yy352... LTV-32W3HD/
Photobucket updated the website and it messed up my old link.
Hi budmrtn, I've been following your photobucket/fixya tutorials for a while now, and can credit at least a half dozen fixed LCDs to the confidence garnered through your detailed, helpful posts! So much so that I saved a 32W3-HD from heading to the recycler just now after googling "32w3 dead" and happily discovering that you, specifically, answered several questions on the topic.
So respecting your experience, I come to you with a question. I saw in another question here http://www.fixya.com/support/t3700572-go... someone suggested simply replacing the 35v220uF capacitor. I consider a $50 board from shopjimmy to be plenty inexpensive, but of course I love the idea of a 1$ capacitor replacement for those of us comfortable replacing caps. So my question is: do you think replacing that capacitor would cure the problem? Or, more to the point, do you think that the capacitor is only a (major) symptom of a deeper underlying cause?
Thank you again!
