Check your exit hose spigot, it may be clogged. This is if your filter is all clean. There should be air for passage in the standpipe behind. Your hose should not fit airtight into the standpipe and neither too deep into it. Snaking out your standpipe would be good too.

Error message oe. and will not spin.

Actually, that is not oe, it is DE, which stands for Drain Error. Check the filter behind the access door on the lower left front of the washer. You should be able to drain the water out using the small hose there first before opening the filter. If there is nothing in the filter, you will have to replace the drain pump motor.

Washing machine flashing oe

OE = Drain Error • Not fully drained within 10 minutes.
Check and clean the pump filter. The access panel is located on the front, bottom left of the machine. Place a towel under the front of the pump filter access panel opening before opening to catch any water that may flow out.
Check drain hose on the back of the machine for any kinks or blockage.

Oe pops up and door is locked what do i do

OE is a drain motor error, or your drain hose is kinked, check to see if your hose is kinked on the back of the machine.

Once you check to see if the hose is kinked, press the power button on the unit, then hit "spin speed" and select it to "no spin", and then hit "play". This will manually set your unit to drain mode. If you still get this error, you will need to replace the drain motor on the unit.

LG wm1814cw washer

No, there is no access to the drain pump other than by removing the front panel to get to it.  It is a job that can be done but you will need to spend some time to disassemble the machine to get to it.
