Yes, this would be normal. It spins the disk and fills an internal "buffer", which then plays until it is ready to fill the buffer again. This improves resistance to being moved around while playing.

You need to put a small weight ontop of the disc drive and then it should work

If it does this with all disks the unit has died of old age and needs replacement.

Is your DVD player a multisystem player??????? If no,It is quite possible that the DVD's you are playing are not recorded on the format which your DVD can play. Please check It is also possible that the head of the DVD requires cleaning over use for 2 years OR the DVD being played has been lying inoperative for a long time thus gathering dust and moisture requires cleaning now

Clean laser first. Near the laser there will 2 / 3 adjustable pots. Mark location on them all first. Pick one (then another) move a little left or right and see if you can get it working. If all fails return them to original positions nothing but time lost.

May be dirty lens get a cleaning disc for cd player and insert to clean then try player again. If you can take cover off insert disc see if disc spins,if not spinning you need a motor drive.
