I got code 21479 to control power and channel up/down but it won't manage volume. That code also pulls up the menu for the TV too. Could not determine VCR compatibility since the VCR died ages ago.

Most Universals work similar for code search, try this on yours.
[list] [1] Manually turn on the device (eg TV) [2] Press & hold Code button until indicator light stays on (or blinks on some) release Search button. [3] Press & release device button (eg TV). The indicator should blink off. [4] Point Remote at device (eg TV). [5] Press the Power button on/off down until the device turns off. [6] Press the ENTER button or OK button to save the code as soon as the device shuts off. (Suggest you have a finger on it for fast response.)
