I'm trying to hook up my westinghouse 32" LCD SK-32H570D tv. When I push power, I get the "W" logo, but then I can't get it to go to the startup menu. Neither the Menu button on the TV itself, nor the one on the remote brings it up.

Hello, there can be a few things wrong, it sounds like you might have a defective set as the inverter that powers up the backlight on this unit is on the same board as the power board, this normally will cause symptoms of powering up but not displaying a picture.
