Either the control panel board or the main board has a problem.probably channel change botton on control panel is stuck or shorted.

First take the Batteries out of your remote control to see if the T.V. is still changing channels or not. If it stops changing the channels and volume, try opening the remote with a knife and clean all the pads with rubbing alcohol to prevent sticking buttons. Be careful if using a remote with a roller ball.

This sound likes the incoming signal is week. You should play a DVD player to see if the problem stays same or not.
If you try all sources ie HDMI, AV Component, etc...the TV show the same problem. There are two possibilites: T-Con board or main board need replacing. You should need technician to figure out the problem. Hope it help.
