This is very trick to answer some manufactures make all there remotes to work all their different brands, I suggest you take the remote to the 32" with you before purchasing the 19" to make sure they work. This is not always the case that your remote will on the other set.
This sound likes the incoming signal is week. You should play a DVD player to see if the problem stays same or not.
If you try all sources ie HDMI, AV Component, etc...the TV show the same problem. There are two possibilites: T-Con board or main board need replacing. You should need technician to figure out the problem. Hope it help.
