Try cleaning your registry if you get the chance to get inside the operating system. go to ccleaner.com and downlaod it, install it then update. after updating it, run it. clean and also the registry. try checking your startups too if there are any un necessary files that you know that shouldnt be there. there is also an option on the ccleaner software where you can choose which starts on our system, make sure to have a look on it too.
last resort, restore factory settings is the answer.
