I need help in programing it. I can't seem to get the "lock out" feature off in order to put new channels in.
I need step by step instructions as to how to program and what settings the squelch level should be.

You can download/print the complete manual for your scanner by following the link below. It's a free download, and it provides detailed programming instructions. If you're programming a channel that is "empty" (showing 000.0000) just enter your frequency. Empty channels automatically show LOCKOUT but it clears with programming. The squelch setting will vary according to the strength of the signals you receive. Once you start scanning, turn the squelch down until scanning stops and you hear a hissing sound, then turn the control up slowly until scanning resumes.

First of all, I do not have the BC 248 CLT scanner!!! I have the BC 855 XLT (Bearcat) scanner. Secondly, no I have not gotten any responses and I am not interested in paying $19.95 to talk to a tech. This service was advertised as free and I expected a response from someone, however that has not happened.
And I have the same problem and was thinking exactly the same thing...
