I press start to commence a wash cycle, the motor starts for about 3 to 4 seconds and then the cycle stops and the green "door open" light starts to flash. I'm not sure what this means.

Switch the power off from the power outlet for a few minutes , then switch on and reset the wash cycle . Front loaders are not designed to add clothes mid wash.
Problem is too much soap. Wrong soap. Press and hold: SPIN SPEED & SOIL LEVEL buttons--then press POWER button.
Wait for door to lock.
Press the START button (6) times--this will fill the tub with hot water to the maximum setting when it stops filling.
Press the START button two more times--this will enable the tub to tumble.
After 3 hours--turn "off" the washer.
Turn the washer back "on".
Select the shortest wash cycle (usually "quick wash") and press "START". This will rinse out the tub.
913T is a very old model (1996), I have one, I'm not a repairer, I have the same fault. It doesn't have drawers or infrared or a display.
I've just shortened the ribbon cable, which had pinch damage at the door close pinch point. I used a male & female ribbon squeeze connector pair to make a good clean joint. With the cable fault it wasn't even starting the drain cycle. Now it does start, but then long beeps, and I suspect it's detecting a fault with the motor or a sensor or faulty wire, and is halting.
I've found running the rinse cycle first then allows the main wash cycle to run, no longer stopping at 10 seconds (after the initial drain), just as the first power wash commences.
If your machine is reasonably old, perhaps take a look at the bushes of the motor . Before that, take the manual and run the test cycles by following the instructions; it might provide you with answers
Hard Reset - In some cases the control can be non-functioning or may not accept activation from the control panel. To clear and restart the control follow the these steps:
* Unplug or turn the circuit breaker off for 30 seconds. * Reconnect the unit to the power source by turning the breaker back on or plugging the unit back into the wall outlet. * Press the Pause/Cancel/Stop button twice to clear the "PF" in the display. * Start a short cycle to check the operation of the machine by selecting a cycle and pressing and holding the start button until the machine starts.

The Control Lock is a designed safety feature that enables the us

controls can be easily locked or unlocked by pressing and holding
the following button on the front panel:

no thiis is normal operation, it is considered a child safety feature. in case a sleeping child should happen to be in machine, the short 2 sec blast of cold water will wake them and give them a chance to exit before the machine starts washing.. all whirlpool frontloaders do this, thats how it waas explained to us at factory training.
