I had the same problem with my son's phone. Purchased an LCD from Y'ALL online. Lot's of aggravation/frustration but I was able to replace it with much technical help from two of my co-workers. You need a lot of patience but it can be done. Basically you have to dis-assemble the entire phone including removing the slider. I took some digital photos along the way, however they are a bit blurry. I can do something up in powerpoint or adobe for instructions. But be aware.... even with this it is not an easy fix.

I don't know what utility you'd use....probably a firmware writer. You'd also need a USB cable.
