Have you had any power surges lately?
Try taking the battery out of the laptop and starting just on power.
if this doesnt help then take battery and power and leave laptop for few hours then try again on only power or battery.

Let us know how it goes.

SOURCE: toshiba M400 tablet wont start

I think it might be the systemboard here.. but I strongly don't advise taking it apart yourself unless you know how because it can be tricky and you must be grounded

SOURCE: My portege M400 wont start

I have the M400 and it also does this. I don't know much about computers, but I found out when you apply a little pressure to the left of the touchpad and beneath the keyboard as you're flipping on the power slider, it boots up much more often. I know... sounds crazy and stupid, but it works for mine and it's been doing it for almost a whole year now. It doesn't work everytime, but whenever the light flashes and the fan cranks up to a million RPM i just pull the battery out

Where sim card position in m400

Only a select few (very few) M400's have a 3G wireless module, and from what I understand they do not use a Sim Card as they use CDMA technology. You can tell if your unit has the 3G unit with several different ways.

A. Check the device Manager

B. Try and install the 3G power management driver, and see if it loads.

C. Check using Toshiba Utilities if installed

D. This is the hardest way, but the best. Remove the keyboard, and if the 3G unit is installed, it will be at the top right hand side of the case under plastic film. (I have had three M400's, including the top of the range one that I am writing this on, and I have never seen a 3G unit).

If you do have the 3G unit installed, look for an ESN number. You should then be able to then call Verizon and have the service activated.

My Portege M400 will not turn on with the battery installed. It will work if you remove the battery and use the power supply. The power light only blinks yellow while the battery is installed. I have tried...

You look very much the unlucky owner of a busted battery.

I'm afraid the battery will have to be replaced. Meanwhile, do not use it with the power supply; not only it will do no good, as you already determined, but it might damage the power supply itself.

My portege M400 wont start up. The led light is blinking orange in a steady even pattern. I have tried removing the battery but that doesnt change anything. The screen is blank, and the fan is loud.

No power

Any hope you may have left other than an expensive repair, is to remove the battery and leave the unit in an airing cupboard for a week and pray. Then replace the battery and try again. No change - then nothing lost. I know it's basic, and best done as soon as the damage was done, but has worked for me in similar circumstances. Don't be tempted to use a warm oven.
