They must be very very clean. Use a strong detergent that will dissolve oils and greases that can be airborne off humans and pets. Dust is also collected on the filters and must be remove. These things are designed to be removed from the unit and taken out for cleaning once or twice a year. If you do not use the standard filter BEFORE them they will clog up and start arcing very quickly. They must be soaked in detergent, gently scrubbed and rinsed with plenty of fresh water. Then they must be dried before putting them back in the unit.
If they still arc, and you have made sure there are no bent elements, look again, something is causing the "air gap" to be closer than it is designed to be.
Good luck.
My neighbor had the same problem with the electronic filters continuously arcing after having his furnace serviced. I went to his house to investigate the problem and found that the technician had installed the rear electronic filter in backwards. FYI the electronic filters should be installed with the plastic grab handles facing towards the front with the directional arrows pointing towards the furnace. MJS

Continuous snapping is not normal .Remove both electronic cells. Make sure that there is no hair, dirt, sand or any debris on the bottom inside the Electronic air cleaner. If there is, remove what you can by hand. If a lot of debris is left in bottom of the Air Cleaner, you may want to use a vacuum attachment to see if you can vacuum up what you can.
