Your phone is water damaged, try putting it in a bowl of rice , which should help to absorb the excess moisture. Other than that maybe send to to an iPhone repair shop.

If the issue persists after a restart, there may be an issue with motherboard or dock connector. Apple will help you with this because it is so new. However if you dropped it in water (etc.) and if apple doesn't replace it for you, You can get the digitizer at iPhone Repair and there is a guide that shows you how to put in the part at iPhone 4 Repair Guide.

If your iphone is 3.1.2 firmware download blackra1n @ www.blackra1n.com. make sure your iphone is plugged in. Open up blackra1in. Yes, if you bring it to the apple store, the will basically replace the phone for you for a charge of up to $200.
That is there basic response to iphones that has gotten wet...
If they determine it is another defect not associated with getting wet, and the item is still under warranty, they may replace it at no charge.

The iphone 8GB Non 3G Touch screen will not work after the phone

Reset the iPhone by holding the sleep/wake button at the top right of the device and the home button at the bottom center of the face at the same time. Hold them both until you see the screen go black and the white Apple logo appear. When this happens, you can let go - the iPhone is rebooting.

Non stop booting

1st- Press and hold the Home button and the Sleep/Wake button at the same time.
2nd- As soon as the screen goes black release the Sleep/Wake button. Continue holding the home button until you iTunes pops up a message telling you that it has detected an iPhone in recovery
