I'm writting to you because I encounter the same problem with the same washmachine (Hoover Vision HD 9kg): fill/empty ok but the drum won't turn = error 09!
My guarantee is out of date only from 3 months and Hoover Switzerland won't help me (I have to pay for the reparation more than the machine price!!!)
I've read on another web forum that the problem could be due to an electrical component (BTB12-600BW), but before to try to change it by myself, could you please tell me how did you resolve your problem???

the error mean an problem by the temperatur sensor of the water. It is possible an defect of the sensor or cable between the sensor and the microcontroller or the controller self.

With an error code the only way to find and to repair this is,
First unplug the washer and wait a few minutes then restart it like rebooting your computer when its acting strange!
If it corrects the problem GREAT!!! WE WIN!
If not only a trained laundry tech can make the electronic diagnoses.
Like we used to be able to fix my own cars, but not today they need diagnostic equipment!

Had same problem wouldnt spin found clip on motor had come loose pushed it back on problem solved!

control board controlling motor action. best call out Hoover if it is
under 1 year old it should be a free repair, if it is over 1 year old
the you would have to pay the call out fee which is currently $200 but
this includes any parts that are needed to repair the fault and also
includes Tax
