I have a Generac XL4000. It rill start but not run right.
I have a Generac XL4000. It rill start but unless I close the choke about 1/2 way it will not run right. The engine speed surges from normal to idle and back to normal. I evens out a little under load.

If the area you live in has alcohol added to their unleaded gas, then you will probably need to rekit the carbuerator. Also check the spark arrestor for plugging up. Try to find a non alcohol, off road unleaded gas for your generator.

Please make sure that you're running the generator outside and that you've placed it in a position that's recommended by the manufacturer. I'm thinking that there is a safety protection (shutdown) being triggered by your generator because something is not setup properly.

check the operation of the electric choke as it may not be properly adjusted to be closed at first start
chokes(manual or otherwise) are held open until you open the accelerator/throttle to release the cam lock to allow the choke butterfly to snap closed
the problem will be in the choke area of operation

check that the gas converter/ regulator is operational and allowing enough gas through with out the choke
With the choke closed your are creating high vacuum in the inlet manifold that is sucking enough gas past the regulator to run on
have it checked and tested by an accredited gas fitter

can you visually see that the solenoid is working by seeing that the choke actually close when the solenoid are being activated if so the fault is elsewhere .
not supposed to... only supposed to start with choke closed...Now if you mean will not run unless choke is closed I would suggest removing and cleaning the carb...
Most Generac generators have a lever for the choke that pulls out. So if the generator is being started for the first use or cold you should choke when starting . Let it run for 30-45 sec. then push it in . Once the engine has been run or warm you dont need to choke every time when starting .
