Shop vacs are multiple purpose with dry/wet intake. So typically you don't need a bag. You just open the tank and empty it like a big trash can. They will have a large filter In the tank that needs to be cleaned/replaced.
Are you sure that the filter is pushed all the way to the bottom of the container? Just take it out and put it back and make sure the filter retainer is gently turned all the way.
More likely it's something in the fan. However, I suggest taking it to a vacuum repair shop to make sure. Something could have got into the fan system and is making a racket, but the motor itself won't crunch up glass.
I would try changing the belt. A worn, stretched or broken belt can cause the vacuum to not pick up well. Here is a link to the belt you need and the manual which has instructions:
This is a propriatary part. You will need to get a new filter cover for the vac from an AERUS Electrolux dealer or repair shop. The vac can run in this condition and your filter will be fine.
