I look up honda engines at : honda-engines-eu.com they have the best access to detailed information. If you can identify the carb butterfly, any cable should attach to the butterfly control. I see a Honda GX100, but not a GX31.
How much soap did you use? During the final spin, your "final rinse" lets water into the tub to rinse out any remaining soap. Check to see how long it rinses for. If it is very briefly (a few seconds), there might be a problem with the timer or the electronic water inlet solenoid. The solenoid is what opens the valve to let the water in. Sometimes when they go bad, they won't let the valve stay open long enough to let enough water in.
SUD lock can often occur on a front loader that is being used with regular soap, front loaders require HE soap, if the incorrect soap is used a suds lock will stop the pump basicly pumping air
Suds should not be present in a dishwasher. Automatic dishwasher soap is not suppose to suds at all. If you do have suds it is from some soap like a hand washing or dawn that got in there by mistake.
To clear it out pour some vinegar or cooking oil in the bottom and run the dishwasher for about 5 minutes, then cancel. If the suds are not gone repeat.
