You most likely have a broken door spring or a stripped drive gear. If by LED lights you mean the door sensors, they only work when the door is closing.

Press an hold the learn button on the garage door opener for 10 seconds. You will notice an amber LED either next to or above the learn button. When the LED goes out the anything that was previously programed will be deleted. Now press and release the learn button once the amber LED will come on steady. Now press the button on the garage door opener you want to program to the garage door opener. You will hear a click and the light bulb on the garage door opener will go off and come back on. Your garage door opener remote is now programed with a new code.
Anytime the light flashes 10 times when the door reverses to the open position it is a door sensor problem. Make sure the small light on each sensor is lit and not flickering. Tweak them a little. If you cannot get both lights to come on you have bad sensors.
I think your garage door safety device has been bumped and is now out of proper alighment. Has it worked properly in the past? Check the alignment of the two boxes (one on either side of the door) to assure they see each other and not the door as it comes down.
The idea of the device is if the light wave is broken, (something goes through the door as it decends) the door reverses and goes back up.
If when the door reverses the main light flashes 10 times it is a door sensor problem. Make sure the sensors are pointed at one another and the small light on each one is lit and not flickering. Tweak them if necessary.
If the main light doesn't flash try increasing the down force which is an adjustment on the rear of the motor unit near where all those white wires go.
If the main light flashes 10 times when the door reverses it is a sensor problem. Make sure the door isn't hitting the floor and then reversing. This problem will not cause the light to flash 10 times and can be corrected by adjusting the 'down limit' which is on the side of the motor unit.
