THIS SOLUTION IM ABOUT TO TELL YOU IS IN MY EXPERIENCE THE EASIEST ONE JUST DOWNLOAD THE WINDOWS XP DRIVER FOR THE HP DESIGNJET 450C PRINTER AND INSTALL IT INTO THE WINDOWS PRINTER PLATTFORM, YOU MAY SEE SOME ANOUNCEMENTS FROM YOUR COMPUTER TELLING YOU THAT THE PROGRAM YOUR TRYING TO INSTALL MAY NOT BE COMPATIBLE "DONT LISTEN TO THEM" JUST CONTINUE YOUR INSTALLATION AND PRESTO YOUR DESIGNJET PRINTER WILL WORK PERFECTLY
I had the same problem. New HP desktop computer with VISTA, and my not-so-old, reliable HP 450C. After much frustration, I found a solution. I purchased a PCI parallel port from LavaLink (www.lavalink.com) for about $75 including courier shipping. I installed my not-so-old Windows XP driver (pl532en.exe), installed the Lava parallel port, connected the 450C, starter my computer - and presto, VISTA recognized the new parallel port and installed it - then recognized the 450C as new hardware and installed it. I am now happily plottting from VISTA.

Here is an inelegant solution for plotting with the HP DesignJet 450c on Vista which works:
Download Microsoft Virtual PC, set up a virtual pc on your vista system and load Windows XP or earlier on it. Network your virtual non-Vista pc with your Vista pc and load your software onto the virtual pc. This will not work if your pc does not have a parallel port because Microsoft Virtual PC does not support USB. Other software applications for creating virtual computers do support USB, so investigate which program will work for your system configuration.
When this is all done you will still not be able to plot to the 450c from vista, but you will be able to plot from the same desktop system.

It wont work at all with vista 450 c

first I installed the DisignJet 430 for Vista, then
I installed the DesignJet 500 plus driver for Vista - and it works perfect !
