Cut everything off for a few minutes then turn it back on and listen for a click from the compressor relay as the compressor tries to start. Is the compressor motor running. If no check starter/overload relay. The relay is a small usually black cube shaped electrical part plugged into the compressor or wired to it nearby. It may appear burnt or rattle when shaken if it's bad. The two connections should show continuity with an amp meter. If it's good then it's most likely the compressor causing the problem.
This is likely a manual defrost freezer, which means you have to remove the food, unplug the unit, and let the ice melt on its own. Do not, and i repeat, DO NOT poke the ice away from the walls. I guarantee if you poke the ice away from the wall, you'll poke a hole in the wall, and force yourself to buy a new freezer.
SLOWER IS SAFER. put some boiling water, in the pot, inside the freezer, or use a hair dryer.
Bypass the cold control and see if it comes on. If it does then change the cold control if it dont then examine the compressor relay and see if it is burned up. If the compressor relay ain't it then you have a bad compressor.
thermostat is stuck on! set to medium setting and gently tap stat. does it turn off? it was stuck. does it still run? its still stuck. if you feel comfortable find stat and power in and out. disconnect - it has to turn off then. but 99 % of the time its the stat. they fail closed and run 24 -7 or fail open and temps get real hot and they never close and restart compressor . yours appears to have failed closed. sometimes you can firmly twist em max cold to min cold a few times and break the stuck contacts and they'll do ok for a while. try to reset at a little higher or warmer temp when done so its not making and breaking on the same old worn spot again. good luck.
Yes to both questions.
You do remove the rubber strips to remove the back cover and yes you can run a wire down the drain from the heater. There actually was a repair kit a few years ago for a different brand of freezer that was exactly that, a piece of aluminium strap that hooked to the heater and stuck into the drain.
Make sure the drain is clean also.
