Coolpix Cameras are tricky to use with chargers. I will assume your USB Charger EH-69P is 100 - 240V 50/60 Hz so it CAN work in many places around the world with an adapter. Do not go over 240V or you could damage it.
These cameras like to have the power supply connected when it is on to charge - meaning if you have it connected and you plug the charger in the wall it will NOT charge. So if you plug the charger in the wall first and then plug the cable in the camera it will work. The camera is actually ON when it charges and I never REMOVE the memory card when it is ON.
When you have a dead battery. Plug the camera in and make sure the ON LED lights and the Charge LED flashes. Then don't mess with it. Let it charge completely (Charge LED stops flashing and is OFF) and then unplug it. It will turn off. Then later you can turn it on.
try a secondary battery as well as a second charger (I believe the pearl uses micro USB, which is also used by bluetooth headsets, other phones, and pcs- you could even plug it into a pc with the cable to see if it charges)
If neither works, the phone is unfortunately dead. However if the battery works, bad battery. If the different charger works, bad charger
If your regular charger is working in the wall, it sounds like the USB cord that you are using with your computer isn't a "charging" USB. I don't think you are having a malfunction with your BB.
if you can, open ytour unit and check the slot where your charger connects.Get rid to the soldered part of the said slot and there is detached foot of the connector,re solder it. Or,the slot is already damaged thats why when you move there is a response sometime.
ther may be problem in ur charger or ur pin..........

no need of buyin a new one
This might work if you aren't using the ORIGINAL charger. I had this problem when my cat chewed through the original Motorola charger. I figured my Blackberry charger would work fine, but it didn't. I then discovered that my Blackberry charger was 700mAH and the broken charger was only 550mAH. When I found another charger with the proper power it charged. I also found that it worked when plugging it into my computer with a standard mini USB. I hope this helps.
