my neighbor lady last month did that and took a shower.
and the pot caught fire and wrecked the whole house with smoke.

personally I hate electric ranges. never seen on I liked in 50years cooking, GAS is king and you see the heat there and can set it to safer levels, as any cook knows.

The dimmer switch has failed, and that is why the other 3 elements are running full tilt, because they are all interconnected.
Replace the faulty element,, fix the dimmer switch (If it is broken, it may just be like that because the 4th element is missing and it is wired up in circuit with the other 3) and you will be good to go.

high, medium and low, (low as in way to hot) is why we use GAS
it only has 3 heat settings, and is
not fine tuned ever.
if simmer fails (low) put more in the pot. is the only cure.
or lots of stirring and hand moving pot of element zone back and forth , hard work, and serious attention.
