Unplug the Unit for Few Minutes, say 60 minutes and then Turn it ON. DO you see any Improvement. If not, on Sanyo - There are 2 Boards that could Cause this - Power Supply Board and Video Module.
Unplug the Unit. Keep it unplugged for 4 hours. You need to take all the Precautions and measures. Then pull out the back of the TV. Locate the Power Supply Board. Disconnect the Connectors / Wires / Ribbon from the Board. Pull out the Board. With the help of magnifying glass, look for cold solder joints. If you find none, check if there is any Blown Fuse. If not, then check if you could find any Swelled / Leaked / Bulged Cap ( Capacitor ). Once you find it, De-Solder it. Take the same to Radio Shack / Fry's or you could order it online. It would cost you less than 20 bucks. Once you got them, then Re-Solder it and it would be all set. Bad Caps usually have Ammonia kind of odor.
Note - Sometimes, you might not find any Swelled Caps, yet the power board could be at Fault. In this Case, you need to check the Caps and check the resistance across it using Multimeter.
If everything is Set on Power Supply Board, you need to check Video Module Board.

It sounds like a problem with the audio/video main mainboard. A component level repair might be possible so that you don't have to replace the entire board. How good are your electronics/soldering skills?

Hi this is almost definitely, the Switchmode power supply, has sensed a fault, and is attempting to shut it all down,. to avoid a fire, or an explosion. It is that "Sound" that gives it away. it is my professional advice that you get the set looked at by a professional, and ask for a "Quote" before allowing any work to commence. This way, you will be able to make an informed decision, as to weather repair or replace the unit. Due to the sophisticated circuitry, and special tools & instrument required after a unit has faulted, there are no "home repairs" any more on modern sets.
