I want to buy a set of rims for my 2003 Nissan Maxima SE. I believe the original rims have an offset of +40? The rims I want to buy have an offset of +42. Is that going to make any difference? Will that cause any problems later on?
There the same size rims just different offset.
Keep shopping! Off set is basically how far the wheel sticks out of the wheel arch. It is measured in millimetres. + or positive offsetting means the wheels stick further out, wheels are wider apart. You are safer looking for another set of rims at +40. The wheels stick out too far you can damage axles, wheel bearings and wheel nuts. (£££ $$$ OUCH!!).

Freon is mostly phased out these days, but you can get a retrofit key for R-134A at an auto parts store that will allow you to refit your lines with the new caps so that it will accept the R-134A fill bottles, it you even need those.
There is a good chance your car may already be running R-134A instead of freon. You can go to Target or Wal*Mart and get a fill kit, and it will instruct you how to connect the lines and fill it up. If they don't fit, you can get the retrofit kit from Autozone or another auto parts store.

2000 maxima is filled with R134, not freon. You don't need retro fit kit. Get couple of cans of R134 and pump it into the low side valve /small fiting, while A/C compressor is engaged. If your compressor is not coming on, jump the low side pressure switch to make the compressor come on and than the R134 will get sucked in to your system through the low side line. The proper way to do this is to put a/c system under vaccum for 15 minutes at least and watch for leak/gauges coming/loosing vaccum. Than pump R134 into the HIGH side valve with engine OFF.

Sounds as if you need the electrical portion of the ignition switch. The contacts inside are most likely worn out.

Electronic throttle assembly failure, which has throttle position sensor built into it, that is a sensor for the transmission and tells the computer where the throttle is to adjust/shift if needed. I would look into the throttle assembly.
