5 years standing is a long time. Carburetor float will be stuck. Pull the plugs and see if they are wet and also if you have a spark.
Strip and clean carb and jets.
Check fuel tap and fuel delivery.
Drain any fuel and replace with new.
Replace the spark plug.
No lights is odd. Check if there are fuses?
diagnostic scrambler ???? What's that or what do you think it is ? Most tech's call it a diagnostic scan tool . Cranks but won't start , what's missing ? Fuel , spark , engine compression ? Do you know how to test for these thing's ?

your reverse over ride not working , u need to open switch box see if you have power to the switch when bike is running with a test light then with brake on and in reverse check the output wire to see if you have power out when depressed be sure you have the wheels up in the air when you do this for safety sake
The ignition rod that goes from the top of the column down to the ignition switch may be bent or the switch may not be in properly or a loose bolt check those parts
lights fail from a fluctuation power supply
when a ground wire is loose or the bulbs are loose in the holders
the resultant problem is arcing which burns out bulbs as the current increases as the resistance drops the voltage
This could be a few different things, we'll start out by having you check the starter circuit. Locate the starter relay near the battery. Follow the wire from the start button on the left handlebar to the relay, then disconnect it. Connect a length of wire (jumper wire) from the battery positive terminal to the relay in place of the disconnected start switch wire. The starter should crank the engine. Other things to check are Battery voltage could be low ( lights and everything can still work) engin kill switch is off or defective, starter solonoid faulty, starter switch not connecting,Ignition switch defective, or the easiest fix a blown fuse. Hopefully this helped.
