Things to check first for a camera that won't turn on are battery contact points, and micro switches that are located on the battery and memory card doors. Troubleshooting tips on other things that need to be checked may be seen here. These tips won't work for every case, but they're worth a try.
Here are the steps:
1. Make sure you will install a new or fully charged battery/batteries into your camera. Please use lithium batteries Ni-Mh or rechargeable Batteries (2000 M.Amp or higher).
2. Clean the battery contacts.
a. Remove the battery/batteries and the memory card from your camera, then wipe the battery contacts with a soft, clean cloth.
b. Reinstall the battery/batteries into your camera
3. Turn on your camera without the memory card.

It's possible that the lens is not fully extended, so other functions fail to engage. Please try my fix as follows.
OK you are probably going to think I am loony giving you this advise But No I am completely sane!
Get a can of compressed air OR acces to a compressor at your local garage Get them to fit the triggered air blower tool to it.
Blow around the lens in all the extension joins the firmly slap it in the palm of you hand with the side of the camera making contact with you palm. Do the procedure two or 3 times and inbetween the slaps turn it on to activate the lens mechanism. I have now fixed about 80 of these cameras with this method. I obtained the fix from Canon who charge $90 to do exactly the same. Keep at it as it will eventually work. One tip, make sure the battery is charged before you do this.
Hi, When system control does not get lens initialize signal while extending it, then it try again by folding it and extending and still no required initialize signal then generate error and stop further functions.
Please remove battery and open camera and remove flexible wire of lens mechanism from connector, there would be lock that needs to release to remove flexible wire. Clean wire terminals with alcohol, let it dry and put back flexible wire in connector and lock it. Now put battery and power camera up, hopefully lens will work properly.

Lens error is usually caused by mechanical faults concerning lens assembly. The lens cannot extend or retract fully, the error is detected and lens error is returned. Sometimes this can be fixed playing with the lens during extraction or retraction to help the lens asset getting back to normal. More often the camera lens must be disassembled and re-assembled by a technician to fix the problem.
Met the same problem. I disassembled camera and found a lot of sand in lens transmission. I couldn't move lens even by hand. It was strongly jammed. I had to disassemble lens block completely to remove all sand. Now camera fully functional.
Try cleaning the battery contact inside the camera batteries slot.
Also test a different battery, possibly a battery pack that you tried on a different camera.
If that does not fix the problem, then there is a faulty component iside the camera, usually you get this kind of problem because of a faulty camera, or oxide on camera batteries contacts.
