1. Turn the printer off, wait 10 minutes, and then turn the printer on. 2. If the message persists, reseat the fuser. If that does not work, replace the fuser. To check the fuser, turn the printer off and remove the fuser. Measure the resistance between the fuser connectors. If it is not within the proper range, replace the fuser. If there is not continuity between the fuser connectors neutral and hot with the fuser removed, replace the fuser. If the problem is not related to the fuser, replace the engine controller board.

How to solve Hp laserjet p1007 engine scanner error?
Most probably a bad engine board. Or the laser is not coming up to speed which would require replacement of the laser assembly. Might want to check the cartridge to see if it is froze up and is unable to turn freely. Good Luck

You either have a bad toner cartridge or have a problem with the fusing assembly. If it's the fuser will need to have the fuser replaced.

Here's how to tell which it is. Measure the distance from the original image to the first time it repeats on the page.
30.8mm (1.21") = toner cartridge
76.3mm (3.0") = toner cartridge
41.0mm (1.61") = fuser
56.5mm (2.22") = fuser
