If the loading fails with an error message, try hitting F8 before the windows logo appears and from there Select "Safe Mode". If it works like that, one you're logged in Windows, perform a System Restore to an earlier point in time (when the computer worked).
Error code 7 means that your hard disk drive failed and is defective. As for reloading windows XP, I wouldn't. It's not supported by Microsoft any more. I would load Win 7 after replaceing the drive.
That error code sounds like the Hard Drive is failing or has failed.
Can you boot into Safe Mode? Hit F8 as you power up and choose Safe Mode with Command Prompt. If you can, enter chkdsk /r at a command prompt (the black window you'll see).
You say you can't boot from the restore disk - why not? Are you booting to the green Dell Windows XP disc that shipped with the computer? Check the boot order in Setup (the BIOS) and make sure it looks to the CD drive first before trying to boot to the hard drive.
SpinRite is a good utility for fixing these things, but not free, and involves booting to CD.

restart while booting(befor WIN XP appear) press F8 and get in to save mode or Command Promp mode, then type >> chkdsk -f, wait until done and restart. if still, I think you have problem with System or Harddrive, re-install it will be help.
The hard drive could be failing. Try running the test this way.
First you'll have to power off the system.
You need to hold down the Fn button (Located next to the CTRL button on the left hand corner) and then power on the system. This will take the system to the diagnostics mode.
After running a series of tests you'll be prompted to "Press any key to boot to the diagnostics partitions". Now you'll get a prompt to test the computer. You need to select the option and run a CUSTOM TEST on the hard drive.
Write down any error codes listed and continue testing.
If you get any errors note then and contact technical support.
it sounds like the easiest solution would to either run the repair sequence from a windows xp disk (may not be a perminant fix) if that doesent work just use the xp disk to format the drive and install a new operating system
sounds like the hdd is faulty, google drive fitness test and download it from the hitachy's website works for any hdd, burn it as bootable image and boot the mach from the image and run the test look out for the error code anything other than 0x00 means the hdd is faulty
The error means that the computer is not seeing the hard drive.Hit F10 to get into BIOS and check that your hard drive is showing . If it is hit ESC and tell it to save settings. Then restart the PC.
If your hard drive does not show in BIOS, there is something wrong with it. It may be co-incidental that canceling the scan caused your hard drive to fail.
You can try to do an XP repair. Boot your XP cd: When you boot with the Win XP install CD-ROM, it loads a minimal operating system, similar to DOS, but compatible with Win XP. At the first screen you select install Win XP (not Recovery Console) and at the next screen it will find that you already have Win XP and offer to attempt a repair. This repair should not touch your applications, it just reinstall the Windows files. This is great because when it works you don't need to reinstall all your software.
