You can try some other DVD player software tools on your PC. From time to time people tell that they can't play DVD with Windows Media Player. You can try Leawo Blu-ray Player. This player is a free 4K and Blu-ray player which can support most video and audio formats.
Some DVD players will read 'DVD-R' ("minus-R") disks.
Some DVD players will read 'DVD+R' ("minus+R") disks.
Some DVD players will read "both" types of disks.
So, if you're burning onto a DVD+R disk, you won't be able to "play" the disk on your Toshiba DVD-player.
Instead, buy "blank" DVD-R disks, and write on them.
