My lg plasma tv stays on standby the red power button is on. Turns green for a few seconds then goes back to standby. Have changed the main power board to no effect

Your plasma TV has a power supply 6709900019A. These power supplies failed due to defective capacitors. See the picture below and check the capacitors mark with the red lines. There are 10 capacitors that should be replaced even if they do not show signs of bulging/swelling on top.
The value of the capacitors is 3300uF/10V but you can use 25 volts as long as they fit in the space provided by design.

Check to see if you get Va and Vs voltages from the power supply. There should be some wires running to the y-sus. A couple of those wires will be labeled va and vs. Are they present? There will be a sticker stuck to the panel somewhere telling you what they should be.
Ok, you stated that you get a green for a second and then a couple of blinks and then, it turns off. This rules out the power board but, its main control partner is experiencing some trauma. Normally in the plasma TV set, the green is a go but, if the PCB(Power control board), doesn't agree, the the power board will shutdown the entire unit after giving a few blinks. Its very important to remember that, the power board and the power control board are two separatecircuit boards. In your case, the PCB is down and it will need to be replaced.
I have had this problem in some models of plasma sets before. In most cases the power supply and main drive boards had to be replaced. In a small number of cases the failure was the screen itself.
In all cases, the cost of the repair was expensive. For the screen failure, the set was scrapped.
Most failures of this nature are with dying or defective power supplies.
