When we turn on our tv the pictuer is all wavey at the top then after about 10 to 15 minutes the pictuer gets better that went on for about 3 months know the pictuer takes about 45 minutes to clear up help

    PICTURE IS WAVEY AND DISTORTED. CAN'T WATCH ANY CHANNELS UNLESS IT IS A HIGH DEFINITION CHANNEL.

TOSHIBA 57H82 TV Blurry for 15 minutes till warms up

This is a model first sold 2002.

They have a history of the Hyper board failing. Usually noise or lines in the picture and the warmup time gradually gets longer and longer.

This board processes all signal from all inputs inside the set and is no longer available from Toshiba.

The only way to get one is from a national company called PTS Electronics who rebuilds or repairs them--cost for rebuilt board is about 220 plus shipping and part number for this model is:
Part Number23148024


I have a service bulletin with photos of the board on my computer.

It is a financial decision, not a job for the average do it yourself person to attempt.

Sounds like a bad tuner/decoder on the Qam analog side of things. You can bypass this with a Clear qam converter box or a analog to digital tuner box or simply having this repaired upwards of $200 bucks.

57H82 when I first turn on the tv it is all distorted looks kind of smeared and you can not make anything out. after about 15 to 20 min after it warms up you can see the picture but it has vertical wavey...

You can try setting the convergence for your tv which will be explained in the manual (if you don't have it anymore you could try the support page for Toshiba). I had a model like this, and when they get old you can get alot of dust inside which can affect the tv, and just years of use can sort of wear them out. I am a certified installer, and to get mine back to an old tv with a good picture was going to cost me $250 for the parts necessary. An electronic repair bill could be in the hundreds of dollars and you would still have an older tv. If you don't mind the slight inconvenience of waiting for it to warm up or the lines, that option doesn't cost any more money right now.

When turned on, the screen has waves in it across the top and flickers. It is unreadable. When the TV warms up it seems to be better but is starting to flicker or flash all the time now.

Your Toshiba TV has hyperboard inside and there are few electrolytic capacitors (may be 10) that need to be replaced.
If you are comfortable with soldering parts in PCB then go ahead or ask help to any friend that knows electronics stuff repair.

Distorting

if it is wavy lines across the top it is probably the scan converter/ hyper bd they are becoming hard to find/expensive you can repair them but it requires many surface mounted capacitors and requires some VERY skilled soldering.
