Look at your memory card. SD cards have a slide switch along one edge. The position farthest from the contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card. If that doesn't work, try a different card.
Yes, memory cards can fail. Run one through a dishwasher, for example. With normal use, cards shouldn't fail for years, but exceptions happen. You should always have a second card. Would you drive a car without a spare tire in the trunk?
Assuming you're using SD cards, they top out at 2GB. Cards larger than 2GB are SDHC and they will not work in the DMC-TZ1. So, you may use SD cards up to 2GB in size.
The Panasonic DMC-TZ1 camera supports SDHC cards. SDHC is a "Secure Digital High Capacity" memory card, and the spec says an SDHC capable device can use any SDHC card - so, you can go 16GB, 32GB or more - limited only by how much money you want to spend.
If the card works on OTHER devices, and you've formatted the cards... the only conclusion you can really have is that it's a problem with the camera. Repair or replace.
The position from the dial wheel is not corresponding with the electrical position. If you can do it by yourself you can adjust it and tighten the midscrew from the dialwheel
